There are many things about IE when it comes to css, another stupid thing being that of its inability to understand between “dotted” and “dashed”. 1px dashed #000 will be the same as 1px dotted #000 on IE though other browsers like Mozilla, Mozilla Firebird etcetera shows them correctly.

In fact IE do understand “dotted” and “dashed”, but renders 1px border incorect. Make 2px dotted/dashed border to see difference in IE.

Having just designed another website I can’t tell you how much time it took to get them look the same in IE and Mozilla. Haven’t tried with any other browser yet - just too scared. But it’s little things like the one you described that can drive developers crazy.
But of course it’s our own fault. Why don’t we just surrender to Microsoft and get rid of the incompatibility problems alltogether…?
